Hot Education Issue: Malaysia’s MOE Set to Tighten Smartphone Guidelines in Schools

PETALING JAYA, El Sky News – The Ministry of Education Malaysia (MOE) is expected to announce stricter guidelines regarding the use and prohibition of smartphones in educational institutions. This move is seen as a swift response to growing concerns among school administrators, teachers, and parents about the impact of technology on students’ focus and discipline.

Key Concerns: Distractions and Cyber Safety

While smartphones offer numerous digital benefits, their presence in classrooms often creates dilemmas. Internal MOE sources suggest that the new guidelines will lean towards tighter restrictions during school hours, especially for primary and secondary students.

“The issue isn’t just about distractions during lessons, but extends to mental health and the cyber safety of students,” said an education observer who requested anonymity.

Among the critical issues the new guidelines aim to address are:

  • Learning Disruptions: Increasing cases of students becoming unfocused due to social media notifications or mobile games.
  • Cyberbullying: The use of phones to record and circulate videos of bullying or fights, escalating conflicts in schools.
  • Social Disconnection: Students becoming more engrossed in the digital world rather than engaging physically with peers and teachers.

Existing Guidelines to Be Strengthened

Currently, smartphone use in Malaysian schools is governed by guidelines that give discretion to school administrators, often allowing devices to be brought for safety reasons but requiring them to be stored until the school day ends.

However, the new MOE announcement is expected to reinforce existing policies by making them more uniform and enforcing clearer rules nationwide. The ministry may also introduce standardised procedures for confiscation and disciplinary action for students who violate the rules.

“A balance between technology and education must be achieved. Schools are meant to be focus zones; and with strict guidelines, we help students build discipline and appreciate real-life, face-to-face interactions.”

School Community’s Expectations

The upcoming announcement is expected to be welcomed by many teachers who struggle to control phone usage in class. They hope that the new guidelines will restore classroom focus and lessen disciplinary burdens.

However, the MOE must also consider how to handle emergency situations where communication between parents and children is crucial. Several international schools have implemented a “phone locker” system, where devices are stored in locked compartments throughout the school day — a model that may be considered.

This initiative by the MOE signals an official recognition that personal devices, without strict control, can be a serious obstacle to the nation’s educational goals.
