Unlicensed Photographers at KLCC Fined in Joint Enforcement Operation

KUALA LUMPUR — Authorities have issued fines of RM 2,000 each to around 30 freelance photographers operating near the Kuala Lumpur City Centre (KLCC) without proper permits.

The enforcement was part of a joint operation called “Ops Lens”, carried out by Kuala Lumpur City Hall (DBKL), the Royal Malaysia Police, and the Immigration Department. The operation aimed to ensure that all commercial activities in public areas comply with existing regulations.

Legal Basis for the Action

The photographers were cited under By-law 3(1) of the Federal Territory Hawkers Licensing By-Laws 2016, which prohibits commercial activities in public spaces without authorization. Authorities stressed that operating without a permit is illegal and subject to fines.

Safety Concerns and Public Complaints

DBKL highlighted that unlicensed photography services can pose safety risks, particularly when photographers operate on pedestrian paths or roadways. Complaints from visitors indicated that some photographers pressured tourists into using their services or misrepresented their fees, creating discomfort and confusion.

Response from Photographers

Some affected photographers expressed concern over the financial impact of the fines, describing the penalty as substantial. Many said they were unaware of the permit requirements or found the process of obtaining one cumbersome. Others pointed out that misunderstandings occasionally arise due to language barriers with tourists.

Future Permit System

Authorities mentioned that a formal licensing system for freelance photographers might be implemented to better regulate commercial photography in public areas. Repeat offenders may face stricter consequences, including potential confiscation of equipment.
