Johor Economic Transformation Plan to Boost Growth Across All Districts

Kuala Lumpur, The Johor Economic Transformation Plan (JETP) is set to drive balanced development across all districts in the Malaysian state of Johor, ensuring that economic growth benefits communities statewide rather than being concentrated in just a few areas.

According to Johor Menteri Besar Onn Hafiz Ghazi, the plan aims to leverage the strengths and economic potential of each district while complementing the development of the Johor-Singapore Special Economic Zone (JS-SEZ), which is expected to become a major catalyst for growth in the region.

Development Based on District Strengths

The state government plans to tailor development strategies for each district. For example:

  • Muar will focus on the Maharani Energy Gateway project and high-value food processing industries.
  • Tangkak will develop agro-tourism and act as a strategic transit hub.
  • Mersing will be promoted as a blue-economy and eco-tourism hub.
  • Segamat will concentrate on modern agriculture and biomass processing.
  • Johor Bahru and Kulai are expected to strengthen their positions as centers for artificial intelligence (AI), high-tech manufacturing, and the digital economy.

Other districts such as Batu Pahat, Pontian, Kota Tinggi, and Kluang will also receive targeted development strategies based on their industries and natural resources.

Ambitious Economic Targets

Launched in November 2025, the Johor Economic Transformation Plan aims to transform Johor into a developed state by 2030. The initiative targets:

  • Doubling the state’s GDP to RM260 billion
  • Increasing GDP per capita to more than RM69,000
  • Creating 200,000 high-skilled job opportunities for young workers.

The plan also focuses on strengthening infrastructure, implementing investor-friendly policies, providing fiscal incentives, and developing a skilled workforce to attract investment.

With these strategies, Johor hopes to ensure inclusive economic growth while positioning itself as one of Southeast Asia’s leading economic hubs.
