MOTAC Enforcement Blitz: Travel Companies and Tour Guides Face Firm Action

KUALA LUMPUR, El Sky News – The national tourism industry is in the final phase of preparation ahead of Visit Malaysia Year 2026 (VMY2026). In an effort to ensure the quality and integrity of services are at the highest level, the Ministry of Tourism, Arts and Culture (MOTAC) is reported to have stepped up its law enforcement efforts, focusing primarily on the compliance of tourism company licenses and the professional ethics of tour guides.

This strict supervision is seen as a crucial step to cleanse the industry of unlicensed and unprofessional activities that could tarnish the nation’s tourism image.

Heavy Fines Await Companies Neglecting Licensed Guides

MOTAC is reported to have taken firm action against several local tour operators found violating core licensing conditions.

Among the main offences detected is the failure to use the services of valid and licensed tour guides when handling tourist groups. This offence not only violates the Tourism Industry Act 1992 but also poses safety risks and compromises the tourist experience due to the lack of professional and authoritative guidance.

“We will not compromise. Companies found using unlicensed individuals as tour guides will face heavy fines. This is an issue of professionalism and safety,” said a source at MOTAC.

This measure aims to protect the interests of licensed tour guides who have undergone training and examinations recognized by the ministry.

Tour Guides Prohibited from ‘Selling Packages’ Directly

In addition, a stern warning has also been issued to tour guides. According to established guidelines, the primary role of a tour guide is to provide guidance and interpretation, not to act as a travel agent selling tour packages directly.

Reports indicate that some tour guides are ‘overstepping the mark’ by promoting and selling their own tourism packages, competing unfairly with licensed companies.

The imminent action? Any tour guide found engaging in unauthorized package sales activities is at high risk of having their license immediately revoked. This cancellation will legally end their career in the tourism industry.

This enforcement drive aligns with the nation’s preparations to welcome millions of tourists leading up to VMY2026. By tightening these regulations, Malaysia hopes to ensure that every service offered—from transportation and accommodation to guided tours—meets established international standards.
