Malaysia to propose targeted sugar subsidy to Cabinet

Shah Alam, El Sky News – Malaysia is preparing to table a targeted sugar subsidy proposal to the Cabinet, with Deputy Domestic Trade and Cost of Living Minister Fuziah Salleh confirming on 6 November 2025 in Shah Alam that the ministry has completed a set of recommendations and is finalising the paperwork for submission. She said the proposal aims to curb long-standing leakage issues and ensure that subsidy assistance is channelled directly to households that genuinely need support, reflecting the government’s broader push to reform essential-goods subsidies.

Fuziah noted that the ministry has gathered several mechanisms for consideration, but she declined to reveal details before Cabinet review. Her announcement comes at a time when the government is reassessing subsidy structures for sugar, rice and cooking oil, a move highlighted earlier by Deputy Finance Minister Lim Hui Ying, who stated that Putrajaya intends to refine and rationalise subsidies in stages to prevent misuse and strengthen fiscal control.

In a separate media briefing reported by national broadcasters, KPDN confirmed it has completed the groundwork for the proposed model, emphasising that the objective is to achieve a more accurate and sustainable subsidy flow. While the ministry has not outlined the exact mechanism — whether through pricing intervention, quota management or targeted eligibility — officials stressed that any system adopted must ensure transparency and improved monitoring to avoid the recurring issue of market distortion.

The proposed sugar subsidy marks a significant step in Malaysia’s transition toward a needs-based assistance framework. Should the Cabinet approve the plan, the initiative is expected to pave the way for a more efficient and accountable subsidy ecosystem, potentially adjusting how sugar is distributed and priced nationwide. For now, the government signals that it remains committed to balancing consumer protection with fiscal responsibility, while ensuring the nation’s essential food supply remains stable and accessible.
