Malaysian Finance Ministry Issues Stern Warning Against Misuse of BUDI95 Petrol Subsidy

Putrajaya, El Sky News — The Malaysian Ministry of Finance (MoF) has issued a stern warning that redeeming the Budi Madani RON95 (BUDI95) petrol subsidy using another person’s MyKad is a serious offence punishable under existing regulations.

The ministry emphasized that using someone else’s MyKad to claim BUDI95 constitutes identity misuse, which is illegal and subject to legal action. Citizens are reminded to report lost or stolen MyKad to the National Registration Department (JPN) to prevent any fraudulent activity.

Recent Cases and Legal Action

Authorities have recently arrested individuals suspected of redeeming BUDI95 using other people’s MyKad. In one reported case in Gemencheh, Negeri Sembilan, a man was fined RM2,000 by the Tampin Magistrate Court after admitting to using another person’s MyKad. Failure to pay the fine may result in six months’ imprisonment.

These actions fall under Regulation 25(1)(o) of the National Registration Regulations 1990 (Amendment 2007), which criminalizes the possession or use of another person’s identification without consent.

Purpose of BUDI95 Subsidy

The Budi Madani RON95 (BUDI95) program, launched on 30 September 2025, is a targeted petrol subsidy ensuring that only eligible Malaysian citizens can claim it using their MyKad at participating petrol stations. The initiative aims to reduce subsidy leakage and prevent misuse, ensuring fairness and efficiency.

The Finance Ministry stressed that strict measures will continue against anyone found misusing MyKad or the BUDI95 system, safeguarding public funds and ensuring transparency and justice for all eligible citizens.
